Abstract In this paper we will conduct a survey to see if the citizens’ utopia can be included into a planning perspective. Our intention has been to develop a planning strategy by means of different theories together with empirical evidence, which will form the basis for the strategy. The report’s premise is utopian planning within a defined area and this is examined according to the citizens’ utopia. All the theories that we have chosen are based an understanding of town planning where the involvement of the citizen is brought into focus, which thus assists our understanding of how the citizen can be incorporated in this planning process. Furthermore, we have established a focus group, which has cast light on the citizens’ utopia. We have selected Ørestanden for this purpose because it has been constantly critised by architectures and urban planners; furthermore, the planning of Ørestaden has been characterized by a top-down management. In the report we conclude that if one is going to use the citizens’ utopia it is necessary to include facilitators to advise and help the citizens to be able to realize their utopian dreams. Furthermore, a citizen driven empowerment agenda must be incorporated to give the citizens the possibility to break through the existing barriers, which have been set by Ørestaden. A reflection of our statements together with our conclusion is incorporated at the end where we question if our planning strategy is our own utopian idea of a good planning strategy, which possibly could not be a reality in the world of today.
