The purpose of this project is to investigate and identify which cultural and structural opportunities and difficulties, that can be said to have an impact on a strengthened co-operation between the economic department and the communication department within Holbæk Kommune. The project is to be seen as a pilot project in the way, that we investigate which elements come into play if a greater degree of co-operation, between the departments, is to be established, but delimit ourselves from defining any concrete solution or implementation proposals. We make use of the culture theory defined by Edgar H. Schein and the structure theory by Henry Mintzbergs to identify the different factors, which are relevant for establishing a strengthened co-operation. We bring in semi-structured interviews with two executives and 6 employees within the departments as our empirical background as well as observations and internal documentation from Holbæk Kommune. Lastly we conclude that if a co-operation is to be established between the departments, their set of opposing basic assumptions and structural differences is to be considered.
