This master’s thesis presents a case study of the process surrounding the updating of the citywide Policy for Disadvantaged Areas in Copenhagen, which was adopted in 2011 and has recently been updated and politically approved in 2017. The purpose of the thesis is to examine the processes of inter-municipal collaboration involving all seven city administrations within the City of Copenhagen.
The analysis in this thesis, which is based on a series of qualitative inter- views with professionals from the different city administrations, will evolve around different theoretical aspects, that will be put in relation to the in- ter-municipal collaboration within The City of Copenhagen.
First, the governance structure in the municipality will be analyzed with a focus on how the different power dynamics and social realities, that are present within this governance structure, complicates the evolution of in- ter-municipal collaboration.
Then, the thesis will argue that the disadvantaged areas in Copenhagen can be characterized as wicked problems and that they therefore should be treated as such. The City of Copenhagen has already implemented several innovations including the Policy for Disadvantaged Areas and an inter-municipal governance structure to support and coordinate the diffe- rent city administrations initiatives and projects in the disadvantaged are- as in Copenhagen. However, there are still some challenges to overcome before inter-municipal collaboration can become integrated governance practice.
Continuously, these challenges will be considered in relation to the me- tagovernance that is performed by The Technical and Environmental Ad- ministration.
Furthermore, it will be argued that the processes regarding the incorpora- tion of the different administrations into inter-municipal collaboration can be regarded as an iterative process, where the metagovernor in charge will require a certain communicative skillset.
Finally, the thesis will discuss the concept of ownership and the importan- ce of the city administrations’ sense of ownership within the process of developing inter-municipal collaboration.
