Studenteropgave: Speciale

The purpose of the thesis is to investigate the field of area coordinated social housing efforts in a Danish context, with a focus on the relationship between the project manager and the Municipality. The thesis is a comparative study of the work practices of two project managers in different master plans in two council housing areas located in two different municipalities - Holbæk and Skanderborg. They have very different approaches to their coordinated social housing efforts. The theoretical framework is inspired by the French sociologist Pierre Bourdieu and his field analytical approach. The field is constructed from an analysis inspired by Bourdieu’s practice theory with a historical approach. The purpose is to clarify the current conditions of the field in regard to different social positions, power struggles and structural conditions. The empirical foundation of the thesis is made up by participating observations of two project managers work practice, with the purpose of examining how they each navigate in the field of area coordinated social housing efforts in each of their respective areas. The thesis is furthermore based on five field analytical interviews with the two project managers and four other municipal key figures. The thesis concludes that the relations to the Municipality influence the way the project managers navigates in the field of area coordinated social housing efforts. The municipal relations, affects the project managers in a way, that they both must chase different strategies and navigate in their field in various ways. The field of area coordinated social housing efforts is a relatively new field, characterized by financially tight resources. This necessitates the project managers to position themselves in a way that attracts resources from other areas. Thus the project managers also function as a link between different interests and collaborators they must adapt and navigate between different rationales and interests. It’s necessary that the project manager can participate in strategic cooperating relationships with other municipal agents. The social housing initiatives is legitimized through building relationships and increasing the trust between the project manager and the citizens of the area on the one side, while on the other it’s legitimized by attracting economic resources to the area so the social housing effort can proceed. The logic of the field creates a constant dilemma for the project managers, due to the fact that they experience that they have to prioritize between their two different tasks at hand.
