An ongoing critical discussion has taken place concerning the interplay between ministers and civil servants within the Danish central government. This discussion has come to the top of the public agenda due to a number of scandals, but also reinforced by two books “Mørkelygten” and “Ansvaret der forsvandt” that were published in 2014. The authors of these books have highlighted a number of problems with the current system, criticizing how the loyalty of civil servants to ministers displaces the traditional virtues of the civil service: legality, truth, knowledge, party political neutrality. This study examines how the criticism is perceived among nine current and former permanent secretaries. The results generally show that the permanent secretaries do not recognize the critique. The reason for the disagreements is the fact that the permanent secretaries and authors emphasize different aspects of the parliamentary chain of government.
