Abstrakt

Abstract: Dette projekt omhandler reguleringsformen i brug på det Europæiske Kvotemarked. Det Europæiske Kvotemarked, ETS, har siden 2005 fungeret som den aktive klimapolitik for håndteringen mere end halvdelen af EU's udledning af drivhusgasser. Projektet beskriver ETS' funktion, dets målsætninger og dets målopfyldelse, samt giver et forsøg på at afdække processerne bag implementeringen og vedligeholdelsen af systemet. ETS har siden finanskrisen indtraf i 2008, ikke opnået en prissætning på kvoter på linie med det politisk ønskværdige. Det har haft enorm betydning for den incitaments struktur for grøn omstilling, som ETS skulle etablere. På trods af den manglende omstilling af EU's industri, ser kvoteloftet ud til at virke, og EU er på nuværende tidspunkt foran tidsplanen ift. at reducere den samlede udledning. På trods af dets relative succes, modtager ETS kritik fra flere vinkler. Industriens lobbyister mener at ETS hæmmer væksten, og sætter EU bagefter i den globale konkurrence. Klimaaktivister mener modsat, at EU ikke gør nok for at hæmme industriens udledning, og at målsætningen bag systemet ikke er ambitiøs nok. Projektet konkludere endeligt, at det politiske ambitionsniveau har været for lavt til at ETS kan betegnes som en succes ift. at skabe incitament til grøn omstilling i den Europæiske industri. Endvidere kan udformningen af ETS forståes som et produkt af EU's mål-middel-forståelse, og politiske ambitionsniveau. English Abstract: The purpose of this project is to describe and explain the form of regulation, used on the European Trading Scheme. The European Trading Scheme(ETS) has actively functioned as the primary regulation of more than half of the EU's greenhousegas emissions, since 2005. The project describes the Schemes functions, its goals, its results and takes a shot at uncovering the processes behind the implementation and maintenance of the system. The ETS has had problems maintaining a stable price for its emissionqoutas, since the financial crisis in 2008 caused a drop in production on the European markets. The unstable price has had an enourmous impact on the incentive structure for investments in green technology, that the ETS was supposed to create. Despite the lack of investments, the emissionloft seems to be working, and the EU are currently on target to reach their reduction goals for 2020. In spite of the relative succes of the scheme, its critics converge on it from all sides. The lobbyists of the european industri accuses the system of ruining their global competiveness. On the other hand, the green environmentalists believe that the system doesnt do enough to reel in the industry, and that the goals of the program aren't ambitious enough to matter on a global scale. The project concludes that the political level of ambitions isn't high enough, that the ETS can be considered a succes regarding the investments in green technology. Further more, the construction of the ETS can be understood as the product of the EU's means-ends-understanding, and the political level of ambition.
