This thesis is about city planning, and citizen involvement in the municipality of Tórshavn, the capital of the Faroe Islands. This thesis examines the planning practice and the methods used to communicate to the local community, especially in regards of the controversial extension of the harbour in Tórshavn. The intention is to present a model of a more effective way to establish a trustworthy relationship with the citizenship and the county with a practice of democratic and communicative planning. In terms of planning the thesis relies on own former investigation of planning in the Faroese capital and from there, there will be, as mentioned, discussed how to advance the planning practice to break the downward spiral of communication. With an understanding of the subject matter of this thesis, the aim is furthermore to create a debate about planning and to improve how the concept is viewed by the parties and stakeholders involved.

The lack of relevant literature and empirical documents about Faroese circumstances concerning city planning is a challenge. Knowledge and insight has been gained primarily from informants both from own previous research and for this master thesis. The thesis gathers complementary empiricism from deeper and more thourough research; semi-structured interviews with employees in the city council of Tórshavn and other relevant informants and desk research. In this manner, it is manageable to get insight to the visions of the council and project about the harbour and from there conclude on the information from a theoretical perspective.
In fact, former research conducted by the undersigned and another group member, concluded the planning in Tórshavn to be traditional, which supports a lenient claim that the transparency and distribution of power is less democratic than in our neighbors in Denmark and a non-efficient facilitation of citizen involvement. In addition to this, there will be argued that the practice can be optimized through municipal initiatives, and that a break-up with the current mindset is required. The thesis is based on a case study, on planning theories and citizen involvement. With insight and an understanding of the case in hand and a reflective research capacity regarding the chosen theories of planning and power, I will undergo an analysis and conclude my research statement.
