We has through social science literature, such as the Danish author Jesper Tynells book “Mørkelygten”, and Danish author Pernille Boye Koch and Tim Knudsens book “Ansvaret der forsvandt”, and the Bo Smith commission's report, became aware of the critical debate, which has been concerning the danish officials central duties and the obedience duty. From the empiricism we have had available, the report has managed to twist and turn the main keys that illuminate the blind spots which can be found by placing literature up against each other here, it was necessary to work with the qualitative document analysis, to understand the obstacles which takes place by using secondary empiricism. From this, we want this report to shed light on this debate with that literature, especially with Bo Smith report and Kodex VII - Seven core duties of officials in the central government, which act in the role of main documents in the project report. Part of the debate is the impact it might have on Danish democracy. The debate is important because the Danes in general have a high confidence in the political system, but that trust can risk to suffer harm if people feel they can not trust their elected politicians. Even inside the parliament is divided on confidence in the information provided by the ministries. The real problem in the media, which all too often feel that they get incorrect information from ministries and that there is not enough time to help those from the civil servants. We see this trust from the population as very important for democratic purposes, since it is the people that give the politicians their legitimacy. The government officials obedience duty to the minister is the only one of the seven key duties that have a legal foundation. Therefore, there may be a conflict between that and the other duties. This is a major problem, since officials usually does not comment publicly without career consequences. The project made interdisciplinary through our theory, Robert A. Dahl brings political angle through his democratic theory, and Paul du Gay takes a sociological approach through his bureaucratic theory.
