This research investigated the balance of the current Spanish government’s priorities and how this is observed. This was achieved by an examination of the Spanish government’s actions, utilizing CDA on two speeches from Prime Minister Rajoy, as well as an examination of the EU’s influence on the priorities. Furthermore the effects of Spain’s Representative Deliberative Democracy on the priorities were investigated. The analysis of the balance of priorities showed that the Spanish government prioritizes reducing the budget deficit over reducing the unemployment; also the EU influences this. This differs from the priorities of the majority of the citizens, and as such demonstrates problems with Spain’s representative deliberative democracy, according to Habermas and Cohen. In short the Spanish government prioritizes the economic matters, producing policies that affect the economy, within this reducing the deficit is central, over political matters, inclusion of the citizens in the deliberation process.
