The purpose of this paper is to explore circular economy on a strategic level through answering the research question ‘How can a municipality promote a transition to circular economy and what chal- lenges does the process behind this transition represent?’. The empirical gathering was executed with an exploratory approach supported by a theoretical insight in material flows and strategic planning and management. Through conferences about circular economy, interviews with the municipality of Gentofte and an interview with an expert in municipal partnerships, we found the main challenges for a municipality in a transition to circular economy to be: (1) The municipalities understanding of circular economy, (2) The internal organization across the administrations within the municipality and (3) The policy prioritization of both the state and the city council.
If the municipalities’ understanding of circular economy is too superficial, it might lead to inefficient recycling initiatives, that doesn’t take note of the entire value chain. The internal organ- ization across the administrations within the municipality is likewise crucial for implementing a stra- tegic approach to circular economy. Our findings show that multiple administrations should be in- cluded early in the shaping of the strategy in order to identify possible synergies as soon as possible. Lastly the policy prioritization of the both the state and the city council seems to be the most important determinants of to what degree the administration of the municipality can work with circular economy on a preventive scale.
