Abstrakt

This master thesis project is concerned with Norwegian town center planning, specifically the ongoing planning and development of the town center in the municipality of Ås in eastern Norway. The project looks at the multi actor situation in Ås, and how the municipality should act, to reach it's goals for it's town center. The project finds that the municipality needs to take the role as lead planner, and take initiative to develop policy networks. Policy networks are seen as a tool where actors can meet each others needs and thus contribute to overall planning goals, as well as own and joint goals. The municipal planning should therefore create optimal conditions for communication, cooperation and networking. In some cases there is need for creative thinking, in how the municipality can help actors meet own needs, and thereby contribute to the goals of the municipal planning. The project also concludes that the municipality needs to use all means at their disposal, including land consolidation and expropriation, if necessary.
