This paper investigates the debate of legalization of cannabis in Copenhagen and the political decision-making process. The paper contains a methodology, analysis and conclusion of the different players and how they influence the process of legalization. The main reason why this debate caught our interest was because of the discussion that has been debated over years, and that gave us an interest to get further knowledge. Furthermore, we’ve witnessed a gang war escalate, with Danish police claiming it to be related to the market of cannabis. The battle about the market of cannabis is causing serious concern for the inhabitants of Copenhagen, and some people is of the opinion that a complete legalization of cannabis is the way to solve the problem. Frank Jensen, the mayor of Copenhagen is an important person and legalization is one of his key issues. The assignment is introduced with a historical brief of the political laws and how the people of Denmark feel about cannabis. Then a short assessment of Copenhagen as a city follows, leading to an introduction to the analysis of the proposal made by the social committee of the Copenhagen municipality and the refusal by the Minister of Justice, Morten Bødskov. With basis in these two documents we’ve identified the most important players and how they influence the political process. Furthermore, we made an interview with a scientist in drugs to learn about what influences he found most important to debate of legalization of cannabis. The assignment contains an overview of the players with influence in the debate of legalization of cannabis, both supporters and opponents. The research of the refusal from Morten Bødskov made clear that Denmark is subject to respect The United Nations conventions about drugs that state a ban for both possession and use of drugs. In addition, Morten Bødskov referred to the aspect of health, which encouraged us to focus on the Ministry for Health. This analysis made clear that the Minister for Health is a very important person if legalization of cannabis is to be made. As a part of the conclusion there is a comparison to other countries to identify the most important factors in succeeding with politics about cannabis. Furthermore, there is also a comparison of other charges made by the Danish government on alcohol to see if the experiences can apply to a legalization of cannabis. The overall conclusion to the assignment is that The United Nations conventions of drugs are the most notable obstacle for the Copenhagen municipality to legalize cannabis. Also the Minister of Justice and the Minister of Health can decide whether or not the proposal of legalization will be up for discussion in the government or to refuse as they have did already three times.
