Californian Environmental Paradiplomacy

Abstrakt

California has over the past decade engaged in foreign affairs in relation to climate change, hoping to achieve goals aligned with a local environmentalist agenda which conflicts with the federal government's agenda. Its environmental paradiplomacy accelerated after the 2015 Paris Agreement and even more so after the US withdrawal from it. In this paper, we provide a conceptualisation of the phenomenon and intend to examine whether its environmental paradiplomacy has pushed power relations between the federal state of the US and the federated state of California. Moreover, we aimed to investigate the convergence of environmental paradiplomacy on policies implementation in California. We base our theoretical and analytical framework on a combination of multilevel governance theory (MLG) and paradiplomatic theory with inspiration from Joana Setzer. Our empirical data includes both multilateral well as bilateral paradiplomatic agreements made with California. We concluded that California's compliance with the Paris Agreement was attributed to collaboration initiatives inherent in California's environmental paradiplomacy. Our findings suggest that governance concerning environmental policies has rescaled, especially after the administrative power vacuum created by Donald Trump due to the US withdrawal from the Paris Agreement, yielding more power to federated states like California to engage in foreign relations activities in the area of climate change. Moreover, we have inferred through our findings that environmental paradiplomatic activities converge with Californian environmental policy implementation.
