Congestion charging zone in Copenhagen This project centers on the process of the congestion charging zone in Copenhagen - mainly with focus on the policy-process. The policy-process is being analyzed with two different models of decision-making - the rational actor model and the bureaucratic politics. The policy-process of the congestion charging zone is described, explained and criticized with perspective of each of these models. In relation to the policy-process there is being focused on the formulation, where the central arguments for and against the proposal are presented, regarding how much the proposal will reduce congestion. The analysis will include the advantages and disadvantages that follows, by using the two models of decision-making. Besides this, the analysis will focus on how much other actors, such as mayors from the municipalities, has been included in the policy-process. Furthermore, the explanatory abilities of the models will be discussed including, to which extent they actually describe the process. This project focuses mainly on the policy-process, but also studies the congestion-reducing abilities of the proposal.
