Abstract - The Danish Police Reform The subject of this paper is: Structural changes in the public sector, using the police force as a basis for analysis. Theory and Methods Our focus has been the articulation of structural changes in the police. Using the theories of Habermas, Foucault and Berger and Luckmann, we formu-lated the problem as follows: "Power and Police Reform - an Investigation of Legitimacy in Implementing Reform of the Police" The aim of our investigation was not to show what went wrong nor to answer de-finitively how to implement a police reform. Rather, we aimed to learn what processes occur when a major reform is initiated in a modern society. We investigated how the state legitimated the reform, both before and during its realization and how the police employees experienced the reform. We chose to use Critical Discourse Analysis of selected documents concerning the reform. Furthermore, we used qualitative methods and interviewed a leading member of the police force and conducted a focus group interview of three police officers. Results We found that the Legal Preparatory Committee and the Ministry of Justice ap-propriated the recommendations from New Public Management without question-ing whether they were unambiguously positive. These two instances did not take into account the existing qualities and values of the police force. We showed that a breech occurred in the articulation of the reform from the com-mittee to the political level. We established that regular police officers thought that frankness concerning the purpose of the reform was lacking. Respect for traditional values, as well as open debate about problems arising from the reform, were missing as well. The officers felt that meaningful communication to a certain extent had not been present. We suggested that the power of discipline and the traditions of consensus and es-prit-de-corps in the police force were decisive for the implementation of the re-form, despite the break down of customs and institutions and suboptimal commu-nication during the reform process.
