Barrierer for tillidsbaseret styring

This paper’s research is done based on the following problem statement: Which barriers exist for the implementation of trust-based management in The City of Copenhagen? The paper identifies four barriers that are significant for the prior mentioned implementation. It concerns organization, which includes hierarchical organization, economic management, the importance of sturdiness in welfare production and New Public Management inspired logics; communication, which comprises understanding of each other, different disciplines and what the meaning of trust entails; control, which concerns control as not being per- ceived as meaningful, a culture of zero tolerance of mistakes, which restricts willingness to make risks and, paradoxically, lack of control; leadership, which includes leaders, who do not possess the sufficient abilities and are not capable to undertake bigger responsibilities, which a larger amount of freedom gives to a leader. This paper is phenomenological inspired and has taken its basis upon an abductive ana- lysed and qualitative methodical approach. Furthermore, the paper is a casestudy, which has taken its basis upon The Social Services Administration and The Culture and Leisure Administration with special focus on the link between The Central Administration and the decentralized management. The paper claims that the barriers are significant to a great extent in all City Administrations in The City of Copenhagen, and likewise in other administrative links.
