Through the last couple of years Copenhagen has experienced an increase in the number and forcefulness of extreme rain events causing major and widespread flooding in the city. This report explains the variety of the existing technological possibilities of Local Handling of Rainwater and the opportunities of the Municipality of Copenhagen to implement a more sustainable handling of the rainwater. It is argued that the rainwater must be dealt with at a local level instead of handling it through the sewerage system. This opens the possibility activating and involving the citizens in the handling of the rainwater. To do this literature on citizen participation and meta-governance is drawn upon. It is concluded that the Municipality of Copenhagen through meta governance must engage in a strong collaboration with different housing associations. At the same time the municipality must break with the path dependency in its physical and regulatory planning around the handling of rainwater in order to make space for new technology and innovation in the system.
