A qualitative and comparative study of a Danish municipality's project model
focused on a participatory approach grounded in a concrete case of an implementation
project; Digitalized Hearings. The comparative study is done in regards to a
participatory design method, MUST, a pre-analysis technique. The project model
under analysis is LOOP, a model whose main purpose is self described as an agile
and participatory method, but whose suggested artefacts and methodology does not
support this claim. The inner workings of the LOOP model suggest a waterfall and
expert approach, which is in direct contradiction to it's self description. Furthermore,
the main purpose is described as grounded in the values of the 'core task' for
a municipality and purpose to create 'added value'. Both terms suggest creation of
better service for the municipality's citizens. Due to LOOPs contradictory nature,
a real threat of creating worse service emerges.
A new project model is suggested to accommodate the core values of both
the self described purpose of LOOP, and the core task of a municipality. It is
suggested that requiring a pre-analysis method, MUST, forces the project team to
use participatory techniques. This, along with an eect driven project by use of
pilot implementation(s) accommodate both the self described purpose of LOOP
and the core value of a municipality.
