Abstrakt

This study deals with public/voluntary relations in the field of resocialisation of criminals. Furthermore it seeks to describe how the actors perceive themselves through these relations. The study is based on a case study of the municipality of Copenhagen and its cooperation with key voluntary actors. The analysis draws on the systems theory as developed by Niklas Luhmann and further contextualized to Danish society by Anders la Cour and Holger Højlund. The investigation has shown that voluntary and public actors divide the responsibilities between them. The voluntary sector is understood as being superior in dealing with issues of personal relations and care. On the other hand, the public is seen as the overall authority who contributes to the voluntary success through subsidies. The voluntary organisations have experienced structural changes through their relationship with the public sector and the inherent demands in this relation. The analysis shows how the idea of a fixed concept of voluntary organizations looses significance. Furthermore it emphasises how public/voluntary relations affect the concept of voluntary organisations as well as their concrete functions.
