A United Front? A comparative case study of the diplomatic approaches of France and Germany towards Iran after the conception of the JCPoA agreement in 2015

This research project seeks to contribute to the literature on EU and Iranian relations by investigating Germany and France’s respective diplomatic approaches since the JCPoA agreement took effect in 2015. The intent of this study is to find out whether the diplomatic approaches of France and Germany towards Iran after 2015 converge or diverge. Here, this study uses a comparative research design making use of pre-existing textual data in conjunction with several conducted expert interviews. The diplomatic approaches are compared by operationalising the concept of coercive diplomacy, identified in the literature as the common EU-approach towards the Iranian nuclear issue. It is found that the German and French diplomatic approach towards the Iranian nuclear issue after 2015 converge overall, and that they can be characterised as the carrot and stick approach of coercive diplomacy. In a discussion of these findings, the method of analytical generalisation will be used in order to generalise the findings on the diplomatic approaches to the context of effective EU multilateral foreign policy.
