Østerbro Borgerpanel - digital mediering af en demokratisk proces?

Abstrakt

Planloven (the planning act) describes how citizens, by law, are included in urban planning, in order to involve local knowledge and expertise in the development of cities.
As new technological possibilities have expanded the ways in which we interact, in both our private sphere, as well as in contact with the public sector, municipalities have begun using these possibilities as a method of securing a more inclusive and democratic process in society. This is where we see examples of digital citizen panels, which enable the possibility to reach greater numbers of people, without them necessarily having to be gathered in the same location, at the same time.
However, these new democratic spaces, challenge the way we engage in the creation of opinion, and it is therefore necessary to be aware of the effect it has on our society, as a method of citizen participation.
The following thesis examines the influence of these new democratic spaces in the case of Østerbro Borgerpanel (Østerbro Citizen Panel), and how it mediates the public concept in local democracy. This issue is addressed and answered from different perspectives including offentligheds-begrebet (the concept of publicity), by Bo Elling and Lars Torpe, a critical view of citizen involvement in processes as a power policy management tool by Andrea Cornwall, as well as through interviews with representatives from Østerbro Lokaludvalg (Local Committee), Gy Larsen from The Danish Board of Technology, and Ellen Jensen from The Danish Town Planning Institute. The analysis examines Østerbro Citizen Panel as a media to the public concept and therefore not as a public concept in itself. Following the analysis, is it being discussed the potentials of the digital citizen panels in enabling the mediation of public concept in local democracy.
The thesis concludes that Østerbro Citizen Panel does not mediate the public concept in the planning process, but it has the potential to do so if it is used with other dialog oriented involvement methods.
