This project is based on an amendment to the current EU maternity-directive from 1992. It stranded in the legislating procedure before the negotiation started between the European Parliament and the European Council. We want to focus on the course of progress the amendment went through, and how the different institutions of the EU’s legislating procedure affected it and which stands they took to it. Furthermore the project revolves around the different participants outside the formal legislating procedure influence on the amendments. EU have a growing presence as a supranational institution and as a supranational institution embrace several different cultures. Our goal is to analyze the obstacles which can appear when the legislation on maternity and paternity is made. These obstacles are for instance cultural differences in the member states or some participants use of power.
