When co-creation meets the existing governance paradigms

Abstract

This chapter goes into further depth with why and how Old Public Administration (OPA), New Public Management (NPM) and New Public Governance (NPG) developed and ended up constituting competing and co-existing within public service organizations. The three different governance paradigms will be described and compared as a prelude to identifying the clashes and potential synergies between NPG-based ‘co-creation’ and the key features of OPA and NPM.
