Abstract
The idea of involving citizens in welfare services has become mainstream in many European countries. This seminar will provide an overall discussion of theories inspiring different approaches to user involvement and use empirical examples from Norway and England to critically discuss implications for users of welfare services within the different approaches. The implications include uneven consequences flowing from the ways that the users are involved in developing welfare partnerships, thereby contributing to inequalities in the experience and outcomes of engagement in services; and this may relate to the intersection of ethnicity, gender, and disability.
