Abstract
The chapter explores how DFID, the British bi-lateral aid donor, adopted an innovative rights' based approach that rested on supporting in existing networks in Peru. Focus is put on the history and challenges of DFID's engagement with three networks in particular: in the fields of health, local government reform and capacity building in community organizations in the Andes.
