Abstract
This report sheds light on the establishment of social entrepreneurship in a municipal and county municipal context. The project has a qualitative approach that includes interviews with social entrepreneurs, public actors and incubator communities.
The purpose is to identify challenges in the interaction between actors in different sectors, potentials for cooperation and opportunities to develop and facilitate a better policy for social entrepreneurship.
The analysis also includes a comparative element in which the Norwegian data material is compared with policy developments in the field in Denmark, the United Kingdom and Spain.
The report emphasizes four perspectives: 1) The perspective of social entrepreneurs 2) The perspective of public employers 3) Legal framework conditions 4) Experiences from other European countries.
