Resumé

In all world, we have experienced a resurgence of practices multilateral com- munication for social change, a multitude of actions in which voice, citizenship and the collective has been at the center stage as essential values, principles and practices. Thus, this article aims to analyze the changes resulting from this conceptual context of change, because it raises a number of questions. Using a bibliographic research, we show that, when considering the tactics of citizens in communicative dynamics of the network society, institutions can develop a sensitivity in order to view citizens as agents of social transformation.
