Abstract

The "Manual de Gestión de Comunidades Energéticas", published by Colombia’s Ministry of Mines and Energy, serves as a technical and administrative guide for the planning, implementation, and sustainability of community energy initiatives within the framework of the Just Energy Transition. Anchored in Decree 2236 of 2023, the manual outlines standardized procedures for the establishment and operation of Energy Communities across five key phases: selection, viability, structuring, implementation, and consolidation. It offers detailed methodologies for stakeholder engagement, socio-technical assessments, participatory planning, and sustainable governance models. Designed to empower communities and support energy equity, the manual promotes decentralized renewable energy generation as a driver of social inclusion, local development, and climate action in Colombia's most vulnerable regions.
