    Abstract

    The report explores the institutional and functional relations between the higher education (tertiary sector) and vocational education (higher secondary education) and the labour market. In the report are included descriptions of the history, funding, outcomes, institutional realisation and term and range of hybrid qualifications in the national system. In addition some recommendations for constructive further developments are given.
