Resumé

New managerialism udfordres da refleksion af højere orden synes nødvendig for at klare kompleksitet og usikkerhed. Der mangler forskningslitteratur om, hvordan HRM og NPM co-udvikler fra new managerialism mod new governance, og hvordan man kan håndtere mistillid i den meget polycentriske og mange-lagede overgangsproces.
Denne analyse viser fire perspektiver, der bygger på hinanden og er nødvendige for, at HRM kan udvikle refleksion af højere orden. Endvidere analyseres, i hvilket omfang den nye dagsorden for offentlig ledelse og styring, der er ved at opstå i den danske kommunale sektor, giver mulighed for reflekterende praksis af højere orden. Endelig vises aspekter af, hvorledes mistillid som led i denne forandringsproces kan håndteres.
Analysen kombinerer tre delanalyser, der syntetiseres i dette papir:
• en metaanalyse af fire bidrag vedrørende HRM fremtidigskoncepter
• en sammenligning af udviklingen af fire danske kommunale sektorers performance management modeller
• en analyse af et frikommuneforsøg i et dansk jobcenter
