Abstract

This study explores the development of an aid model 'on paper' and enquiries into how it becomes interpreted and appropriated 'in practice' and what priorities come to the fore in the course of implementation. The case study is of an NGO partnership which has sought to move from relief to development in a famine prone region of Ethiopia.
