Resumé

User participation in planning, developing and executing public services was introduced in the Nordic countries from the 1980ies. User involvement is closely connected to empowerment, influence and participation in treatment and decision-making situations. However, it also opens for the welfare state to withdraw and leaves welfare tasks, such as health, health, social and preventive efforts to the market, civil society or citizens' own responsibility.
What characterizes the different forms of user participation in various welfare policy areas in today's Nordic welfare states? Which assumptions are the basis for different forms of participation? Is it fit for purpose? To what extent does user participation result in a wider democratization of society, real participation, or symbolic policies that conceal or legitimize underlying power structures? In what ways does user participation mean that traditional professional roles and knowledge hierarchies change?
