Discrepancies in policies and practices in food systems transformations - dilemmas in public procurement as driver

Abstract

Positions towards foods role in public institutions have changed. This has been facilitated through public policies adapting the Paris Agreement on climate and in multilevel governance of agricultural policies. The positions and priorities are negotiated continuously in a heterogenic continuum of governance structures and agents. Fostering aims for sustainable transition and implementation of those aims have been studied in a EU Horizon project where 11 European cities have been conducting a variety of Living Labs on food system transition. This project has been part of the FOOD2030 program in the EU and this paper will report on the findings of this study, based on a theory of change perspective. A specific Living Lab on public procurement of organic food and plant based food, as a driver for sustainable transition, will be presented.
