Co-creation as public governance: Revisiting the bright and dark sides

Abstract

This chapter discusses how co-creation can be elevated from a marginal practice or ad hoc experiment to becoming a core strategy for public governance and administration. It also revisits the burgeoning literature on the potential benefits and problems of co-creation. The argument is that public managers must act proactively to mitigate and avoid the problems associated with co-creation that may help to mobilize societal resources, provide more flexible and needs-based solutions, enhance public innovation and increase the democratic legitimacy of public governance.
