N1 - This paper begins by reviewing some perspective on the social economy; it goes on to explore the diversity of social economy experiences within Europe, and some influencing factors, including different themes underlying policy frameworks for the social economy, with an emphasis on institutional and narrative perspective. It goes on to examine the changing policy frameworks in public and welfare services exploring how it is reshaping the roles of social economy players - from partnership models to quasi-markets to voucher systems. And it looks in particular at how the state can play an enabling or disabling role with regard to policy and institutions for the social economy. Finally it examines how institutions evolve in relation to public policy, through coalitions and narratives with particular reference to the UK experience of social enterprise.
