Abstract

The report aims to explore the practical and optimal form of Digital Identity (referred to as eID) in Japan. It delves into discussions about service operators, service providers, implementation methods, and perspectives on operation and maintenance. The report achieves its objectives by thoroughly examining the current status and characteristics of Scandinavian eID, drawing on over 10 years of experience. Despite the socio-cultural similarities among Scandinavian countries, the report uncovers significant differences in the paths and progress of eID implementation. It emphasizes the tailored and context-dependent approaches each country has taken in developing eIDs.
The report positions eID as a crucial element for establishing a secure foundation for a digital society. It emphasizes that eID is not solely about personal numbers and passwords but also encompasses well-being (for citizens), national strategy (for the nation), and opportunities for developing new industries (for the industry).
