eGovernance i Bhutan: present state and future prospects

The joint research project will approach its topic through a theory-based framework of grounded, empirical research. It will bring together (1) institutional analysis, (2) studies of platform design and architecture, (3) critical examinations of respective policy frameworks and visions, plus (4) a multi-sited, multi-methodological, series of case studies, that center on user appropriations and e-governance citizen interactions, based on a quantitative and qualitative approach.
Our project will study G2C, the e-governance initiative taken by the Royal Government of ambition goes beyond an identification of constraints and the formulation of recommendations. The theory-driven nature of our explorations, demand us to provide evidence based arguments and concrete imaginations of possible future developments in this field, inspired by comparative perspective on respective experiences in other parts of the world, the very unique and particular context of Bhutan. That is, critical ambition of our research project will imply attempts to determine crucial understandings and actions to move beyond the present delivery-centered affordances of G2C, and to strive towards the proliferation of truly engaging and participatory online platforms. In other words, we seek to further the scope of academic expertise with regard to the ongoing conceptualization of a Bhutan-specific e-participation framework, from e-Information over e-Consultation to e-Decision-Making.
