The objective of this policy study is to write a case study (20-30 pages) on the politics of social protection programs in Mozambique. Based on available literature and first-hand research, the case study will discuss the following themes:
- Politics of adoption and expansion of social protection programs: how did political determinants impact the decision to start a social protection program in Mozambique, and then to expand it?
- Politics of design: did the design features of the program (targeting, nature and size of benefits, delivery mechanisms, conditionalities) reflect political concerns? - Politics of implementation: does local politics affect the incentives faced by frontline providers, the involvement of local elites, the strength of social accountability, and ultimately the quality of implementation?
- Political effects of social protection programs: did social protection programs impact the political economy in Mozambique by changing perceptions around poverty and the role of the State, creating new mechanisms for accountability, or empowering segments of the polity?
