A formal theory of responsibility is desirable for ethics and legal theory and of interest for AI. The work presented here is based on stit theory. I propose formal definitions of several concepts of individual responsibility and group responsibility, as well as of individual responsibility for members of groups. I argue that one can be a free rider of some group and still responsible for the outcome of a choice in cases of overdetermination. An example of this is when two agents independently see to the same thing. I extend the theory a bit to deal with responsibility under various uncertain circumstances and to examine the role of public announcements for agents' choices. Throughout the talk, formal analyses of some examples from the philosophy of agency are given to facilitate understanding of the theory, to add historical flavor and for fun.
